Modern society already knows how to keep people alive at a basic level. It knows how to provide shelter, food, sanitation, security, routine, medical care, and work. The military can do it. Assisted living facilities can do it. Camps, ships, monasteries, disaster-response systems, and even prisons prove that human beings know how to organize basic survival when they decide to.

So why does a wealthy society still tolerate sidewalks, parks, libraries, emergency rooms, jail cycles, and illegal encampments as the bottom layer of life?

A humane society should not allow anyone to fall below basic survival. But society also should not be forced to absorb permanent public disorder.
