Increasing the proportion of births supervised by Skilled Birth Attendants is an internationally agreed goal. However, available data indicate that little progress has been made in Sub-Sahara Africa. Though there is over 80 percent coverage of antenatal attendance in Ghana, there is pervasive maternal service utilization, yet, the underlying factors are poorly understood.
