Stone the Crows

Some systems don't need conspiracies.

They just need competent people.

Tom Harding is not ambitious. He is observant, reliable, and unusually good at making difficult things work - precisely the sort of man institutions learn to value.

When a vaguely defined government outreach role takes him from London to the Oxfordshire market town of Thame, there is little to suggest anything unusual. The meetings are ordinary. The committees are respectable. The language is careful. Tom's job is simply to observe, assist, and keep things moving.

And Tom is very good at his job.

Gradually, usefulness becomes access. Access becomes influence. Decisions nobody quite remembers making acquire procedures, budgets, and legitimacy. Language Tom helped shape begins travelling through councils and committees without him. By the time scrutiny arrives, there is no conspiracy to uncover, no villain waiting to confess, and perhaps no single moment at which anybody did anything wrong.

There is only a system that works.

And Tom, somewhere inside it.

Following one man's journey from useful outsider to indispensable participant and, finally, to something harder to define, Stone the Crows is a darkly comic novel of institutional life, quiet power, and the dangerous distance between doing a job well and understanding what the job is for.

Set among commuter trains, government offices, pubs, council chambers, and the apparently uneventful towns of southern England, it asks what happens when responsibility is everywhere, accountability belongs to no one, and the machinery continues because everyone involved has a perfectly reasonable reason for keeping it moving.

Nothing explodes.

Nobody defects.

The minutes are approved.

For the first time, The Tethered Man, The Useful Idiot, and Beneath the Surface are collected as Stone the Crows: one complete novel in three movements.
