Dčs les années 1960, la Communauté internationale a pris conscience de la nécessaire protection de l'environnement atmosphérique. Cette prise de conscience est née du constat que les activités humaines liées tant ŕ la production qu'ŕ la consommation portaient atteinte, voire de façon irrémédiable, aux écosystčmes avec pour conséquence une menace sur la survie męme de l'Humanité. La traduction de cette prise de conscience s'est opérée de façon concrčte avec la signature de la Convention-cadre des Nations Unies sur les changements climatiques (CCNUCC) en 1992 et du Protocole de Kyoto en 1997. Cet arsenal conventionnel met en place un cadre global de l'effort intergouvernemental pour faire face aux défis posés par les changements climatiques. Cependant, force est de constater que celui-ci se heurte ŕ beaucoup de pesanteurs d'ordre économique, scientifique, technologique voire politique. Celles-ci sont ŕ-męme d'annihiler les efforts consentis pour la protection du climat, rendant ainsi les engagements imposés aux uns et aux autres virtuels. Aussi, peut-il ętre constaté que malgré les progrčs réalisés, le bilan de mise en oeuvre de la CCNUCC et de son protocole reste ŕ ce jour mitigé.
